CHANGES IN ONLINE PAYMENT TYPES AND WORKFLOW AT THE REGISTRY

In line with the enactment of Government Regulation No. 45 of 2024 concerning the types and rates of Government Regulations on Non-Tax State Revenue, which took effect from 17 December 2024, the Directorate General of Intellectual Property (“DGIP”) has updated the types and rates of intellectual property services.

While the rates for trademark-related matters remain unchanged under this regulation, there has been a modification in the creation mechanism of the requisite billing code. Previously, billing codes were generated through the SIMPAKI application; however, this process has now transitioned to the trademark application e-filing system. The previous system for creating billing codes for trademark application and post-application payments via the SIMPAKI application has been discontinued.

As a result of this new system, the process for billing code creation and submission within the e-filing system has been altered. Unlike previous procedure where billing codes were prepared before the submission and its attachments completed. As submissions could be made until the end of the day (11:59 PM), urgent instructions received within the same day could still be attended to accordingly. However, under the new system, the submission and all accompanying attachments must be completed before the billing code can be generated and payment can be processed. Since payment is subject to the bank’s cut-off time, and submission must be finalized prior to such time , to avoid any errors or delays in payment validation, submissions can no longer be made after bank hours.  Consequently, it is no longer possible to file submissions until end of day.

Therefore, it is highly recommended that all instructions and related documents be provided at least one working day in advance. This will facilitate the preparation of the submission and relevant attachments in advance, ensuring compliance with the current budgeting practices of the DGIP.
